At the startup chime the display comes on with these vertical lines. As the boot-up continues the screen color changes indicating the system is running. I accessed the the diagnostic LEDs, all 4 are lit. Do I need a replacement display or logic board?

Your display panel is damaged, you can prove that by hooking up an eternal display as the image on it will be clean.
