About a month ago I replace my Macbook battery from iFixit. I have noticed lately that the fans no longer spin up even when my device is overheating to 200 F. Even under stress tests the fans won’t turn on. I used a Mac Fan Control so they definitely work, reset SMC but nothing, and reinstalled OS. Any ideas? Coconut Battery:

Well, it looks like your heatsink has failed! MacBook Pro 13" Retina (Late 2012-Early 2013) Heat Sink and MacBook Pro 13" Retina Display Early 2013 Heat Sink Replacement The heatsink has fluid within it which moves the heat, sometimes the tube leaks so the heat sink can’t shed the heat out of the fins! So the heat mass is hot but the proximity sensors are not showing the heat in the correct proportion! Around 20~30 ℃ You’ll need to apply a fresh coat of thermal paste Arctic Silver Thermal Paste. Just don’t over do the paste! 9 out of 10 systems I see have too much paste! You want the paste only on the black silicon chip! It doesn’t take that much as it spreads out across to a very thin layer.
