I have never seen a kickstand that was welded to the frame. Once down it will not return to the up position. I have no idea what to do.
@eddiem, Eddie, You may be able to lube(oil) the hinge/spring area of the kickstand to get it moving more freely if stuck. You are right, it is unusual for a kickstand to be welded to the frame of bike. If all else fails the kickstands weld may be able to be cut/ground off with a angle grinder and then stand can be replaced with a new one. If not comfortable/wanting to remove the stand your self perhaps pop into a local auto repair/autobody shop and have them remove the welded on stand for what I would think would be a small fee.
