Its a hardware problem 99% related to a faulty logic board.
100% hardware issue. Issue is either the audio chip or baseband power chip needing jumper wires for weak pads and replacing the chip. Reputable microsolders can fix this issue for you. Common issue on 7’s due to the weak spot of the board flexing near Sim reader.
