Hi guys, I have a Haier LE40B8000 model tv but not sure if the prob I have is only the t-con or much more. Appreciate your inputs guys.

There is no repair for it. You will have to replace the panel. This will be tricky since panels are not easily obtainable. Take the back cover off and check for the label on your panel. That will give you the manufacturer and model number. Do an online search with that information. Or you can try and purchase the same series TV as yours but one that is broken otherwise and harvest the LCD panel from that.
