Is the wifi card and bluetooth card the same? Also, if I am not mistaken, the Xbox controllers are connected through bluetooth, correct?

No, Xbox one does not have Bluetooth. Controllers are connected through something called….Xbox Wireless, can it be any less creative? There are two RF boards. From what I know the front one only has an antenna, which is for Xbox Wireless while the side one, containing two main antennas is wifi.
