One of the USB ports (closest one to the user if using the laptop) does not function. Plugging any type of device, (monitor, flash drive, external hard drive, etc.) does not show up in any form on the laptop. Is there a way to check the connection and or repair it without replacing the logic board?

It’s according to what has happened to it. As you can see in step 33 of the logic board replacement, it’s soldered onto the logic board. If one of those joints has broken loose, it could be soldered back on by an experienced tech willing to do it. MacBook Unibody Model A1278 Logic Board Replacement
