Solved Is It Normal For Housing Of A Capacitor To Give Off Current M6013 Capacitor Meter

Hi, My GE fridge doesn’t work and I noticed that when I touch one of the capacitors on the control board its emitting some current. Certainly not a lot (just a tingling feeling) but I doubt this can be normal ??

Capacitors do indeed hold a residual charge.
