Is B7000 glue the same as LOCA? Can I put on LCD and place a replacement top screen over it and cure the B7000 with UV like i would by using LOCA?

No B7000 is definitely not a LOCA, and would not work. Although it work be good for glueing a display assembly down, it would be useless for actually sticking the LCD to the glass.
