thomaskelley you are really not telling us much. you should at least let us know which model iPod it is. Anyhow, no. These chips are most likely paired with other IC’s that would require replacement as well. The only proper way of bypassing iColud password is either through Apple or through the original owner of this iPod. Otherwise there is really nothing you can do.
