I have a 64gb iPhone XR model A1984 on iOS 13.4.1, and it says “There is a problem with your iPhone” “This iPhone cannot be activated for service. Please contact your carrier or AppleCare.” It has a good IMEI, not blacklisted or financed, and no iCloud lock. I have tried activating through 3uTools, multiple factory resets, and updated the iOS to its current version from 13.2.2. Doesn’t have a SIM card in it. The bottom left screw hole on the board had a crack across it, and has since broken off, but i think the issue may be something else. Any ideas?
Does 3uTools show an IMEI number? See if you can get the phone to the emergency call screen and input *#06# and see if that brings up the IMEI number. If it doesn’t you most likely have a Baseband CPU fault. The baseband CPU cannot be changed as it is married to other IC’s on the logic board. If it has got cracked or oxidised solder balls from a drop it can be repaired but if it has suffered electrical damage it will never be a phone again.
I’m assuming this phone took a pretty severe impact. You might want to consult a board repair specialist like iPad Rehab. I’m wondering if the boards may have some sort of separation
