Chosen Solution
I’ve tried everything. On the phone it says the server can’t be reached. on iTunes it says it can’t obtain activation data. The iPhone is on 12.3.1 and has been water damaged. I’ve restored through DFU and regular update. Is this a Hardware issue?
Yes this would be a hardware issue if it has seen liquid. If it doesn’t show an IMEI number in 3Utools that would confirm it. I wouldn’t spend too much time on this phone and defiantly no money.
