So yesterday I brought a iPhone and was told it needed a new screen and a screen reset whatever that means. Took it to my repairer got the screen fixed and he told me to connect it with iTunes did that and got a error looking up the error the forum info suggested that turning off the phone then turn it back on holding the home button once it turned on the camera light flashed thinking it was all good I look at the top of the screen to see the padlock icon does anyone know what this all means and if I can be fixed or just count it as a lose

Means the old screen either had no display or a badly damaged display causing the touch screen to enter the passcode in by itself making the phone get disabled after repeated attempts. I get this all the time with iPhones. You’ll need to restore the phone which will wipe all data on the phone. Apple has a good support article on how to restore a disabled iPhone: https://support.apple.com/en-au/HT204306

In many cases, restoring your iPhone may be a good suggestion. If iTunes cannot recognize your device, then you need to contact Genius.
