Tried swapping the battery, both batteries show the Apple Logo for 3 seconds before shutting down as long as the power button is held down. If the power button is let go early the phone immediately shuts down. Original battery is measuring 4.2 volts and new battery is at 3.7 volts. I was able to get the phone into DFU mode and attempted flashing with 3uTools and iTunes. iTunes fails with error 2009 and stays on an Apple logo in restore mode. 3uTools gets to sending KernalCache before the phone starts flashing the Apple Logo, which remains on battery and has to have the battery removed to stop. Nothing obvious on visual inspection. Attaching a power supply to the motherboard at ~3.9 Volts and pressing the power button shows the current draw start at 60-80 mA, then after a few seconds increases to 150-200 mA, and then immediately dropping to zero after hitting 200 mA. Measuring the battery terminals when the phone is on USB power shows 3.75 Volts until the reset where it drops to 0 Volts. Any ideas what could be the problem, or where to look for problems?
